Project BlueSeed envisions a boat anchored off the coast of California that would permit people from other countries who don't have visas to effectively work on technology projects near the US. Given the same logic, one could locate factories off the coast of any poor nation and get low cost labor without the hassles of having infrastructure and investments in a poor country. The issue is that poor countries are poorly led, and none of the shuffling of people is going to change that.
